KOTA BARU: Cinemas and cineplexes can operate in Kelantan if the audience gender segregation rule is observed. 

State Local Government Committee chairman Takiyuddin Hassan said there has never been a ban on such outlets. 

“It’s just that there were no takers,” he said yesterday in response to Mentri Besar Datuk Nik Abdul Aziz Nik Mat’s statement that licences would be given for cinemas or cineplexes if they adhere to guidelines. 

On snooker and billiard parlours, he said these outlets should be able to start in March. 

Operators must comply with 15 conditions set by the state government, among them: no gambling; men and women cannot play at the same table; business hours from 10am to 11pm; patrons aged 17 and below can only play till 6pm; single females can only play till 9pm; and the outlets must be brightly lit. 

As billiards will be defined as entertainment, licence applicants need to register with the Sports Commissioner and the National Snooker and Billiards Association. 

“In Islam, there are things haram due to other elements. Snooker is halal but becomes haram when there is gambling,” said Nik Aziz after the state executive council meeting. 

Snooker was banned in 1993 after PAS took over the Kelantan government following the 1990 general election.  

** okay, i'm not trying to discriminate or something, but really, how worse could this be? sometimes it's just fascinating how different people thinks, and for this, i think i can never understand what PAS is thinking...i just think that this is pure idiotic... and what is the main purpose and objective behind this law? dont tell me u're trying to lower the rate of rape cases... but by doing this... maybe u will be able to attract more western tourists cause they're very curious and interested in this kind of situation... and seriously i feel a tint of embarressment everytime i explain this to a foreigner as they stare at me in awe and disbelief..but then again, their reaction and expression amuses me ...**

Another problem Malaysia cannot solve

THE MINISTER OF HOME Affairs, Dato' Seri Azmi Khalid, will not go to
China tomorrow as planned. China has told him to sort out the mess in his
department in two weeks and come afterwards. The government was caught
flatfooted when the MMS video-clip of a naked Chinese woman doing the
ear squat was published. The police predictably have gone after the person
who took the video-clip. The newspapers are full of articles which suggest
that the police did the right thing.

But the problem of police brutality is not new. The Tenaganita chief,
Irene Fernandez, has in her files Indians, Bangladeshis, Nepalis and others
who have been brutalised by the police. The DAP MP, Ms Teresa Kok, has been
investigated for having the video-clip. The police wanted to find out
how she came to it. The police is not interested whether the video-clip is
true until the prime minister, Dato' Seri Abdullah Ahmad Badawi, instructed
them to find out the truth of the video-clip. It has become important
because fewer Chinese tourists affect Malaysia's bottom line. Genting Highlands
casino lost millions of ringgit as a result of Chinese tourist high
rollers staying away for two days early this year. Chinese tourists would not
come to Malaysia all of a sudden. There has been two-thirds less tourists
for the first nine months this year compared to the last.

But the Malaysian government is not serious in resolving the issue. Not
yet. There is yet a statement to say it is. It is bothered that it has been
caught out. The former deputy prime, Dato' Seri Anwar Ibrahim, was
beaten to a pulp - by the Inspector-General of Police, no less - but the police
denied it until a commission of inquiry brought out the truth. If a man so
high could be brutalised by the police, and no one knew about it until
public pressure brought the truth, then what about the many cases involving
Malaysians, and those without clout. Police brutality is common
throughout the world. Malaysia is no exception. Movies from India, regularly shown
on Astro and the cinemas, regularly show police brutality and the police
in India does not say it is wrongly characterised. The California
policeman involved in the assault of Rodney King did not admit until public
pressure forced them to. Police brutality in the Middle East is so common that
even the United States sends its prisoners for 'softening up'. What is the
difference between a woman in Abu Ghraib prison telling Iraqis to strip
and perform sexual acts on each other and the naked woman doing ear squats
in Petaling Jaya headquarters?

The government and the police have repeated the mantra that they are
not involved, but behave differently so that the public, and the world, is
convinced that the naked woman doing the ear squat is part of police
brutality. The police aim is to remove any sense of dignity of the
person they have power over. One man said they did that to him while he was
detained under the Internal Security Act. A policeman used to piss on
the food that was brought to him, so that he went hungry. Another was
periodically served food that he could not eat. A third was beaten
after he had eaten. Another was not given a mat to sleep and had to sleep on the
cement floor with four air conditioners on full blast, and mosquitoes
galore. I had sent a book by a Guardian Reporter who had been detained
by the police, and wrote about it, to a party leader who had been arrested
because he was standing in the way of the Barisan chief forming a
government. He would not write about his experiences because it would
show that he had been forced to strip his dignity. He did not want that. So
he kept quiet.

That is how many people arrested by the police want to leave their stay
in the police cell behind them. They want to get on with their lives. The
deputy minister for internal security, Dato' Noh Omar, is dismissive of
people coming out with their experiences in police custody five years
ago. But he is wrong. A Reformasi woman detained by the police was asked to
strip and do ear squats five years ago. The trauma of getting one's dignity
stripped can take years to overcome. She has come public now. But what
about the Chinese tourists, now back in China, telling their experiences now,
and which newspapers in China are printing. They should have made their
statements before they left? But they have. They have persuaded others
not to come to Malaysia. That it has taken the proportion it has suggests
that many Chinese tourists have been badly treated over the years, if not by
immigration then by the police. It is a problem that would not go away.
And the government and the police make sure it does not. Going about as if
they do not care is not how to resolve the problem.

The newspapers, all owned by National Front members, has become party
newspapers. How they cover the Pengkalan Pasir by-election shows it.
Dato' Seri Anwar was listened to rapturously by a crowd of 10,000. But there
is hardly any report of that in the mainstream media. It is the internet
that carries such news. It is the internet that splashed the story of the
nude China woman. The print media did not report it until their reporters
could get someone in authority who could rebut it.

But that is what party organs do. That is what the mainstream
newspapers do. This present crisis will not go away, not so long as the Chinese
tourists do not return. But Malaysia should worry about this. There is no rapport
between Thai Prime Minister and his Malaysian counterpart, because each
took positions on the Thai Muslims and made statements each wished each had
not. So, a modus vivendi was reached by getting Tun Mahathir Mohamed, the
former prime minister, to meet Mr Thakson Shinawatra. Today, there is calm in
the Thai South, but that to do with a Thai editor locking horns with him.
But both Malaysia and Thailand are afraid that the Thai Muslims in the
south would want independent of either. But Malaysia is used to this: it lost
the other oil producing Malay state, Brunei, from joining Malaysia by its
own mistakes.

Pak Lah should have discussed the issue with the Chinese prime
minister, Mr Hu Jintao, when they met at the APEC summit in Busan. He cannot say he
was not informed. He is the Interior Security Minister as well as Finance
Minister. The staff in those ministries should have informed him. It is
no use demanding that the problem be resolved. It cannot be resolved. For
long, Malaysia has regarded foreign Caucasian tourists as special and those
from Asia and African as beneath contempt. So far, the other countries would
not take action for extenuating circumstances: their citizens can go to
hell but they must maintain their good relations with Malaysia.

But China had taken a policy decision last year not to send its
tourists to Malaysia, taken after many Chinese tourists had complained of their
treatment in Malaysia. Malaysia now knows why, but it is not resolving
the problem. It is still interested in finding out who took the MMS
video-clip than if it was true. Reversing that will not necessarily solve the
problem, as the government knows. But Dato' Seri Azmi Khalid can only go to
China after the present problem is solved!
